Arrangement: The Blue Line for the Kedar South settlement has been published - the path to advancing the urban development plan has been opened

First publication. Smotrich continues the momentum of regularizing the young settlement. The settlement of Kedar-South in northeastern Gush Etzion received "Blue Line" approval and can now begin the urban planning for the development of the settlement

           Significant reinforcement

for the settlement in northeastern Gush Etzion.

In recent days, the new blue line regulating the settlement of Kedar Darom, one of the young settlements in Gush Etzion, was published.

The Blue Line is a process in which the state determines the boundaries of the settlement so that it is now possible to continue the process of promoting a city-building plan (TABA) to regulate construction, develop infrastructure, and strengthen the settlement in the long term.

The settlement of Kedar South was established 40 years ago, as a settlement of the Betar movement. Over the years, the settlement of Kedar North developed and became a well-established settlement, and now it is the turn of the Kedar South settlement. The settlement belongs to the Mishor Adumim settlement bloc, but belongs to the Gush Etzion Regional Council and is located, as stated, at the northeastern edge of the council.

The move to regularize the settlement is part of a systematic policy led by Bezalel Smotrich in his role as minister in the Ministry of Defense, to regularize the young settlement, strengthen Israel's grip on the territory, and create planning and legal certainty for residents who have lived and worked in the settlements for years. The defense establishment and the Civil Administration note that the publication of the Blue Line now allows for the advancement of regularized plans, connection to infrastructure, and continued development of the settlement as part of Gush Etzion, while meeting both civilian and security needs.

The regularization of the Kedar South settlement joins a series of steps taken recently, including the final regularization of about twenty settlements in the young settlement, and the advancement of regularization in another series of settlements, as part of a clear government policy to strengthen settlement and deepen Israeli control over the territory.

Minister of Finance and Minister of Defense, Bezalel Smotrich, said: "The publication of the Blue Line in Kidar Darom is another important step in regulating the young settlement and in making Zionism a reality. After years of uncertainty, we are bringing order, planning, and responsibility. I thank the people of the Settlement Administration and the Civil Administration for advancing the regulation of the settlement."

"The State of Israel is committed to the citizens who chose to hold on to the land of the land, and our mission is to regulate, develop and strengthen the settlement, not abandon it. We will continue to promote de facto sovereignty in the territory, in the settlements, in planning and in actions, and stop the folly of the idea of a Palestinian state in the heart of the Land of Israel."

Good news for settlement: 3,380 dunams for the new city of Mishmar Yehuda

Minister Bezalel Smotrich continues activities to establish the new city: "We continue to kill the idea of the Arab state in the heart of our country, strengthening Jerusalem from the east"

The process of establishing the new city of Mishmar Yehuda, located east of Jerusalem, recently made significant progress: a new blue line was published for an area of 3,380 dunams, and alongside it, a first city building plan is being promoted, including approximately 3,600 housing units.

The announcement of the establishment of the city was made by the Political-Security Cabinet in February 2023, and since then the regularization procedures have been promoted.

Minister of Finance and Minister of Defense, Bezalel Smotrich, referred to the significant impact of the city's establishment on Jerusalem's strategic space. "Mishmar Yehuda is destined to be a new, planned, large and beautiful city, which will serve as a strategic anchor for protecting Jerusalem from the east." According to him, this is historic news, as the city will not only strengthen the space surrounding Jerusalem, but will also provide significant housing solutions for young couples, a short distance from the capital.

Smotrich added that this is another step to promote Israeli sovereignty in the territory and to prevent ideas of establishing an Arab state in Judea and Samaria. He mentioned the late attorney Doron Nir Zvi, who was one of the first to push for the establishment of the city and left its promotion as a kind of testament.

As we light the menorah this Hanukkah, let us remember the miracle of light that shone through the darkness. Let us be inspired by the courage and resilience of our ancestors who faced persecution and oppression, but never lost faith in their beliefs.

Our Proyector Uri Ariel, in early February 2022, arranged for a special visit of the Israeli Minister of Interior to Mitzpe Yehuda (Givat Adumim).

Ayelet Shaked, the interior Minister was very impressed with the strategic location and the potential for actually building a solid residential city within the perimeters of Greater Jerusalem. She indicated that she will do whatever it takes to advance the infrastructure master plan and to press on with a consensus within the government members to enable a large Orthodox Residental Development in this specific area.

Doron Nir Zvi, the Project attorney was one of the crew members for the visit of the Minister of Housing and Constructions, Zeev Elkin, at Mitzpe Yehuda (Givat Adumim) earlier this month.

The Minister, like Ayelet Shaked, was impressed with the location and confirmed that the Ministry of Housing and Construction is committed to allocating a budget for all the planning of the Master Plan for this Land and allocating much more land owned by the Government to be planned, zoned, and developed in conjunction with Givat Adumim location. The Government's goal is to house almost 50,000 residents in this location to make a periphery outside Jerusalem but still close enough to be part of the Greater Jerusalem area.

The approval of the "young settlements" is expected to take place in the upcoming several months, and many investors are choosing to take the opportunity to purchase land in the planned Orthodox city near Jerusalem before the price hike.

The future city is less than 15 minutes from Jerusalem and has a completely sage access road. The fact that Design City - the largest mall of its kind in Israel - is merely five minutes away, will also affect the attractiveness and employment opportunities in the vicinity of Givat Adumim.

In recent years, no new Orthodox cities have been established, so this development is coming at the perfect time to address the housing shortage of about 55,000 units in theOrthodox communities around Jerusalem. The new city in Givat Adumim near Ma'ale Adumim is about 12 minutes from Jerusalem and will constitute a major solution to the Orthodox housing crisis.

Indeed, the Israeli public is voting with their feet and choosing to invest in this project. Ronen Avi Keisar, the Marketing Manager in Israel says:

"So far, more than 1,500 units have been sold out of 3,000 lots that are currently available for sale. The land prices are increasing every six months. According to expert appraisers, in the region, the land in Givat Adumim is expected to more than double its value in the next two to three years"

Gad Gabriel, from The Jerusalem United Fund, says that a land unit in Givat Adumum is currently being offered at a particularly attractive price. The current price is $46,000 per 100 sq meters while the appraised value is actually $76,000 per 100 sq meters.

According to all the estimates, the process of regulating the "young settlements" will begin in the year 2022. The city's infrastructure planning process has already begun and when completed, the price of the investment will skyrocket. Those who have purchased a 400 square meter bundle will not be required to pay the cost of construction and/or any infrastructure work. Thus, at a price of about half a million NIS, they will have an apartment in the new city near Jerusalem.

As housing prices in the center of the country rise, attractive investment opportunities dwindle. After all, many investors are not able to bring home several hundred thousand shekels of equity, or are simply not interested in it - because the higher the initial investment, the lower the profit potential. For those who do not give up and continue to look for investments in relatively low equity, without compromising on high profit potential, it is worth checking out what is happening beyond the Green Line.

The bureaucracy on the journey for approving plans is minimal, the change of zoning time is half of the usual/normal time - and prices are still very attractive and affordable. Investors are discovering fast agricultural land beyond the Green Line, which is expected to become part of the township/settlement in the coming years

For example, agricultural land in Judea and Samaria, in an area designated for future construction, is currently marketed at a price of NIS 129-149,000 per 100 sq.m. area unit. NIS 500-600,000 – This will yield a profit of almost 3 times the investment.

Less bureaucracy, without an improvement levy (Impact Fee) (“Heitel Hashbacha” in Hebrew)

The corporations/funds that market the various land, and are specialized in promoting projects beyond the Green Line, explains that "usually, in order to approve plans and thaw agricultural land, the plans have to go through a local committee and a district committee, a process that takes many years. Beyond the Green Line - "There is no district committee, so the process is cut in half. Another advantage of the location is that there is no improvement levy on transactions beyond the Green Line. This means savings of 35% to 50% compared to similar transactions within the Green Line."

The promoters emphasize that these lands are privately owned by Jews, which are registered. "These are not state lands, but lands with an orderly and accessible Recorded Deed, including a block and a plot, without any lien,". As stated, these are area designated for future construction.

In accordance with the appraisal report according to Standard 22 and based on similar cases, each land unit will grant the investor the right to one housing unit in the building after the approval of the master plan in place. According to standard and similar transactions in the area, the price of an apartment is expected to be about NIS 1.5 million (apx $500,000 USD).

For investors in these lands, there are three possible profit opportunities. Those who sell after receiving the building permit are expected to receive about NIS 500,000 (apx $150,000 USD) on the land, that is, a profit close to NIS 350,000 (apx $100,000 USD). In the second route, the investor will add the construction costs, about NIS 700,000 (apx $230,000 USD), and receive a new 3-bedrooms apartment worth NIS 1.5 million, after investing only about NIS 850,000 (apx $275,000 USD).

The third investment route is intended for those who will purchase 4 or more land units, and will be able to make a combination transaction with the contractor who will build on the site. Those who want it, will be able to transfer ownership of the units to the contractor and offset the construction costs. This way they will be able to keep ONE fully built unit of 100 sq meters.

"When I started talking about D-City and Magic Kess, they said, 'A man-made money, now he's going to lose it.' I say: “The real money is in the vision”. It is easier to lose in projects in Tel Aviv or Jerusalem than in Ma'ale Adumim. In the center of the country, in places where the chances of covering land prices, interest rates, bureaucracy, are smaller, this means a loss of tens of millions of shekels.

We said: “either go big or go not at all”. You can not make a mall design of 20,000 sq.m. It must be a sizeable mall and 100,000 sq meters is more appropriate.

Mr. Kess continues: “What will characterize all the projects will be that the experience, in reality, exceeds expectations. The problem with many projects is (they make beautiful simulations, but in reality, the visitor is getting disappointed. What we actually see here is the opposite effect."

When Kess and I wander around his amusement park in Mishor Adumim - whose name, by the way, was recently changed to "Israel Park" I'm getting dizzy from the lights and fixtures going up and down and around, Kess asks me: "Do you remember where you are in? Tell the truth, did you remember that you were in Ma'ale Adumim? When you are in an experience you forget the location. And that's all The story - the experience makes the location. "

The design complex and amusement park do create a kind of wow feeling. The architecture is ornate, grandiose, the one that has accompanied it ever since One and a half million inhabitants, 18 minutes from Jerusalem, with parking for each visitor. Today it is no longer so cheap. When we bought 100 dunams, we paid NIS 300,000 per dunam. Today, a dunam has already been sold for one million, and prices are climbing towards the one and a half million shekels! Yes 1.5M Shekels "

The indoor amusement park complex looks like a giant spaceship that has landed nowhere. It extends over 15,000 sqm + 4,000 sqm balcony and was built with an investment of about NIS 300 million. It features extreme facilities, some of which exist only in a few theme parks around the world. Everything is lit, flickering, and noisy. In addition to the facilities, there are approx. 100 arcade games and gaming halls. Each game costs between 3 and 10 shekels, paid for using an electronic bracelet. The bracelet's charging stations are scattered throughout the compound, and parents can restrict In advance the amount of the charge. The parents have in the center of the second floor, which dominates all the facilities, a work area with armchairs And the possibility of drinking tea & coffee.

They would buy an apartment and be abused during its design period running from one Design Center to another, from Bnei Brak to the port, to Herzliya, to Rishon Lezion. Customers would come to me and ask, what's going on here? Isn’t there a better way of doing it? - So I decided to build something which will give them an answer.

Near the piazza, the huge Magic Cass amusement park is already rising, which will operate throughout the year and in all weathers. The park will house the most advanced amusement facilities including extreme facilities alongside halls with video games, escape rooms and a gymboree. A central anchor in the park will be the 20-meter-high roller coaster overlooking the Dead Sea.

"Mishor Adumim is going to be the leading entertainment destination for masses of families in Israel," declares Pnina Revach, CEO of Cass Group. "Design City and Magic Cass appeal to young and old, offering everything from everything, and at the highest level, without compromising. This is the end of the days when families are forced to wander between complexes and look for activities that will suit everyone. "Tourists from abroad will also come here, and on the way to or from the Dead Sea they will not skip the many attractions of Mishor Adumim."

One of the reasons for Cass Group's optimism lies in the transportation aspect and the significant shortening of the roads to and from the Red Plain. As part of North Jerusalem's most significant transportation project - carried out with a huge investment of over NIS 1 billion - Mishor Adumim will be connected to the capital, a move that will reduce travel times to complexes to periods of only 15-10 minutes, on routes without traffic lights.

Even for those who travel without a private car, Cass Group provides solutions, in the form of an array of shuttles, transporting between major arteries and offering a regular and continuous shuttle service.
